Dept of Rehab

Does anyone know a good lawyer who can sue the pants off the CA Dept of Rehabilitation?

I am steamed at the way they've been withholding paying on the Self-Employment plan I've had approved 18 months ago.  We just keep having meetings and going over and over budget items.  I leave thinking things are resolved but nothing happens.

Worst is, I hired someone, very overqualified but out of work, in June, and they haven't paid her a penny yet.  And they keep losing the paperwork.

Mostly I'm curious to hear others experiences, positive ones also welcomed.
