and PFFS plans sold to Medicare beneficiaries must meet the standards for

proposal to have Florida Democrats vote in a mail-in primary is dim.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;Karen Thurman, who created the plan, said Thursday that if the party didn&amp;#39;t
receive a consensus of support from the Clinton campaign, the Obama campaign,
and the DNC over the weekend, the proposal would be effectively dead.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;The mail-in plan could cost up to $12 million, which would be raised
by contributions from private donors solicited by the Florida Democratic
Party.&amp;nbsp;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;However, the Florida Democratic Party only raised $5 million during all of
2007, leaving many to doubt that the effort could actually be financed through
private donations.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;Additionally, the state&amp;#39;s Democratic Congressional delegation unanimously
rejected the proposal last week, and is unlikely to have a change of
heart.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;Senator Clinton&amp;#39;s campaign supports the mail-in election vote, as well as
any form of re-vote in the state excluding a caucus--a kind of contest that Mr.
Obama has shown to be extremely strong in. &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;Predictably, Senator Obama&amp;#39;s campaign
opposes a mail-in primary, which would most likely benefit Clinton.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;Both Florida and Michigan were stripped of their delegates as punishment for
moving their primaries ahead in the schedule. &lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="georgia,palatino" size="3"&gt;Although the candidates and most Democrats agree that a re-vote would be
appropriate, a lack of money and an inability to agree on the structure of the
new contest may kill off attempts at a new election.&lt;/font&gt;&lt;/p&gt;
