It's not "bad." It's also not "good." It's not something that needs value words attached to it.
Some people date long before 21. Some people start after 21. Some people are married by 21 (and some of these are divorced at 23). Some people never date at all. There's nothing good or bad about any of these. They are just different ways of living.
Now if you want to date now, and not dating yet makes you feel bad (like sad or angry or worried) that's a different thing. But it's about feelings, not about values.

Sounds like it's something that's bothering you so go for it! Even if you get rejected, that's a life experience too. Weigh your options and try to find an opportunity to get your date on
